Midvaal achieves 12th consecutive clean audit

Midvaal Local Municipality is proud to announce the achievement of its 12th consecutive clean audit for the
2024/25 financial year, reaffirming our position as one of South Africa’s most accountable and well-governed
municipalities.

The municipality was once again audited on its financial statements, annual performance report, and compliance
with legislation. This includes, among other things, annual financial statements, performance reports, and annual
reports, as well as procurement and contract management, revenue management, and asset management.

The clean audit demonstrates Midvaal’s dedication to strong financial management, accountability, and effective
oversight. The Auditor-General praised the municipality for spending 97% of its budget and achieving 89% of
the service delivery targets, which is an improvement from the previous year’s achievement of 65%. The
municipality is also spending enough to maintain the infrastructure to ensure sustainable and continuous service
delivery in the Midvaal region. The Auditor-General also praised the strong culture of accountability through the
implementation of consequence management.

In the 2023/2024 financial year, the Auditor-General urged the municipality to reduce water and electricity
losses. Strengthen debtor collection to improve financial sustainability and tighten Supply Chain Management
and financial management processes to prevent and address Unauthorised, Irregular, Fruitless, and Wasteful
Expenditure (UIFW).

Midvaal implemented several projects in 2024/25, including replacing ageing water infrastructure, repairing
leaks, and penalising illegal connections.

The municipality also converted all electricity meters to TID, bringing electricity losses down to 7.28%, which is
below the national norm. The municipality is also intensifying revenue collection through prepaid meter
conversions, stricter credit control, disconnections for non-paying businesses, and appointing debt collectors.
The Municipal Public Accounts Committee (MPAC) has strengthened consequence management, fast-tracked
UIFW-related investigations, and improved oversight.

The clean audit is not just a paper exercise; it demonstrates a municipality committed to financial discipline,
ensuring that every rand of public money is used to improve service delivery and uplift our communities.

Midvaal will continue to work to ensure that these clean audits continue to translate into tangible service delivery
that every resident can see, feel, and touch.
