Midvaal looks back on five-year journey at SOMA

Five years of Midvaal’s service delivery, infrastructure investment and community development took centre stage on 25 June when Executive Mayor Alderman Peter Teixeira delivered the municipality’s 2026 State of the Municipality Address (SOMA) at the Midvaal Christian Centre.

Delivered under the theme A Legacy of Service, A Future of Progress, the address reflected on the municipality’s performance since the current administration took office in 2021 and outlined priorities for the future.

During the address, Teixeira reflected on the work undertaken over the past five years, focusing on governance, public safety, human settlements, infrastructure, economic growth, innovation and community development.

Governance and financial stability

We committed ourselves to building a municipality founded on sound governance, accountability and financial sustainability. Over the past five years, we strengthened financial management, maintained clean governance practices and ensured that public funds were directed towards improving service delivery and infrastructure for residents.

Public safety

Building safer communities remained one of our priorities. We expanded law enforcement capacity, invested in vehicles, surveillance technology and partnerships with communities, and intensified efforts to combat drug and substance abuse while strengthening emergency response services.

Human settlements

Delivering dignified housing remained central to our social development agenda. Progress was highlighted on the Sicelo housing developments, Portion 47 Langkuil relocation project, future housing developments at Portion 77 Langkuil and Mamello Extension 1.

Savanna City remains Midvaal’s flagship integrated housing development, with 18 399 housing opportunities planned. While bulk infrastructure challenges have delayed further phases of the project, engagement with the Gauteng Department of Human Settlements and the developer continues to unlock the remaining phases. More than 2 300 title deeds have been transferred to beneficiaries, while a further 400 are in the final stages of transfer.

Infrastructure development

Roads, electricity, water and sanitation infrastructure formed a significant part of the address. More than R190 million has been invested in road infrastructure over the past five years, with continued upgrades, stormwater improvements and the municipality’s War on Potholes Programme improving road conditions across Midvaal.

Investment also continued in electricity infrastructure through new substations, electrification projects and the construction of the Savanna City Substation. Water loss reduction initiatives, pipeline replacements, reservoir upgrades and sanitation projects were highlighted as measures to improve reliable service delivery.

Economic growth and investment

Creating jobs and attracting investment remained key priorities. More than 12 400 employment opportunities were created through the Expanded Public Works Programme and capital projects between 2021 and 2025. During the same period, over 600 businesses received support through training and development initiatives, while investment in commercial and industrial developments strengthened the municipality’s economy.

Innovation and digital transformation

Innovation was identified as a key driver of efficient service delivery. Improvements to the MyMidvaal App, the municipal website and the introduction of a WhatsApp Virtual Agent have expanded residents’ access to municipal services, while further digital enhancements are planned.

Community development

Beyond basic service delivery, programmes aimed at empowering residents included youth development initiatives, student financial aid, disability support, sports development, food security projects and assistance to non-profit organisations. Public participation also remained a focus through quarterly ward meetings, mayoral imbizos and stakeholder engagements.

Closing the address, Teixeira described the past five years as laying a foundation for future growth, maintaining that the municipality would continue investing in infrastructure, economic development and improved service delivery while responding to the needs of communities across Midvaal.
