Emfuleni Local Municipality appoints new municipal manager

The Council of Emfuleni Local Municipality (ELM) held its Special Council Meeting on Friday (24 March 2023), wherein the Executive Mayor, Cllr. Sipho Radebe tabled his mayoral reports which included but not restrained to the appointment of the new Municipal Manager (MM). The Emfuleni Municipal Council in accordance to their fiduciary duties empowered by Section 82 which is supported by Section 57 of the Municipal Systems Act duly appointed April Sotshengani Ntuli as the Municipal Manager of Emfuleni Local Municipality.

This position has been vacant for the past four (4) months following the departure of the former Municipal Manager in November 2022. Ntuli has been acting on the position since until his appointment which was finalized by a Council sitting held on yesterday.

In welcoming the appointment of the new Municipal Manager, the Executive Mayor of Emfuleni Local Municipality, Cllr Sipho Radebe said that the council’s primary focus on the appointment was driven by the candidates’ leadership skills and experience.

“The appointment of the Municipal Manager was a tedious process that required applicants to be subjected to rigorous screening, vetting, evaluation and interview process. The Municipal Council has full confidence in the administrative prowess of the incoming MM for him to perform his mandate with meticulousness and great zeal. I have no doubt that Mr Ntuli is a perfect fit for Emfuleni and that he can enhance the municipality’s culture of serving our people,” Mayor Radebe added.

Ntuli is a professional Civil Engineer Technologist by trade, with over 24 years’ experience in the field of Civil Engineering and Municipal Engineering Services in South Africa.

He holds the following qualifications and achievements;

  • BTech (Civil Eng.) Technikon Witwatersrand known as (University of Johannesburg), 2002.
  • National Diploma (Civil Eng.) Northern Gauteng Technikon known as (Tshwane University of Technology), 1998.
  • Post Graduate Diploma in Development Finance, University of Cape Town.

  • 2019/2020 Steve Tshwete Local Municipality.

By means of serving in various municipalities and positions across the country, Ntuli has a wealth of experience in governance, public finance, and ethical leadership.

Accepting his appointment as the new Municipal Manager, Mr Ntuli said that he is humbled by the designation and further acknowledged the expectation and responsibility that comes with the position. Mr Ntuli also expressed his willingness to serve the people of Emfuleni with honor and alluded that he is aware of the challenges Emfuleni is facing since he is no stranger to the municipality.

“My eyes are set to focus on five (5) key areas as part of turnaround strategy which includes enhanced revenue collection, building credible governance structures, ensuring financial viability, building institutional capacity for service delivery, presenting and implementing service delivery to the people of Emfuleni,” Ntuli said.

Ntuli’s appointment could have not come at a better time for the municipality as the collaboration of political parties represented in Emfuleni Council approved a report on the resealing and refurbishment of 40 roads in the area. This is certainly going to improve the lives of our people and contribute towards accelerating service delivery. A comprehensive list of roads to benefit from the project will be shared with the people of Emfuleni in due course.
